Do I need planning permission for an office to residential change of use?

June 25th, 2018

 

Under permitted development rights, the change of use of buildings or land does not always require planning permission to be granted; for example, for a change of use from offices (B1a) to residential use (C3).

The office to residential change of use permitted development right was intended to be temporary.  As this was made permanent, albeit with a condition to allow the Local Planning Authority to consider noise impacts of the development, the process of converting an office block to a dwelling house became significantly easier. This has alleviated pressure on the housing crisis, but there is concern on the impact this has on office rents and availability.

Although a change of use does not require planning permission, sometimes prior approval does need to be granted, this is the case for an office to residential change of use. As well this, consent for any external alterations also needs to be secured.

DLBP are experienced in change of use applications from office to residential use, helping our clients secure permission for external alterations and prior approvals. We have secured prior approval for a office to residential development in Blackwater, Guildford, where our client wished to transform a run-down office block into high quality flats. We secured external changes and prior approval so the development could go ahead.

We have also secured planning permission for a redundant office block in the London Borough of Sutton to be converted to modern flats. We obtained permission for re-cladding of the exterior, giving the development a softer residential appearance, and we also commissioned specialist transport evidence which helped to overcome issues with car parking and traffic generation.

TEMPORARY USES

 

Planning permission might be required for a temporary use, depending on the size, use and location of a temporary building, structure, or event.

We are very experienced in obtaining temporary planning consents.  Our previous projects include world leading art fairs and world-class show jumping events.  We have also successfully secured permanent planning permission for annual events.
